Vintage Suntour Blue Line Road Bike Downtube Shifters 2x6 3x6 Japan

I got these shifters as part of a bulk buy of parts, they look good cosmetically but one of them isn't working properly. I think maybe it was disassembled by the previous owner and not put back together correctly. The lever swings about 10 degrees with no resistance at all, and then won't move further. I think maybe the internals are assembled wrong. Too may projects at the moment and don't want to fiddle with it. Levers and clamp are perfectly good, usable for parts as well.
