Old school BMX 20" Black Metal Flange Skyway Tuff II front mag. As found, very dirty and could use cleaning. Did not see any cracks around hub flange or spoke webs, I may have missed other small ones.
Brake tracks look great, his might be NOS with shelf wear. Shows very little signs of use, no axle or bearings included. Parts seen in photos are what are included.
