The two have the same center crank height and are almost the same length (Due to the condition of the track bikes tires), the 19" frame really shows it self in the first two pictures F 4609 serial Hand struck Good condition Complete Interesting feature is the seat tube measured correctly from center of crank to top of seat tube is exactly 19" The Scheeren Weltmeister rims "which were coverted by racers who wanted the lightest fastest rims for the biggest races. Wooden blocks reinforcing each spoke nipple hole and a wide box section were the secret to the strength of these feather weight rims. The wooden blocks allowed the tension of the spokes to be displaced evenly by both the top and bottom layers of the rims aluminum". These rims are straight and turn freely BUT they measure end to end 25" for 26" tire. The 20" and 22" racer frames of that time period had 28" wheels according to the 1930s Schwinn catalogue.
